  • PNPs are provincial immigration pathways that nominate candidates for PR based on local needs.
  • Many provinces have PGWP-friendly streams that fast-track international graduates.

🇨🇦 Ontario

1) Ontario Immigrant Nominee Program – International Student Stream (Employer Job Offer)

  • For international graduates who have a valid full-time job offer in Ontario after graduation.
  • Must have graduated from a publicly funded Ontario post-secondary institution.
  • Works with PGWP holders.

2) Ontario Immigrant Nominee Program – Masters Graduate Stream

  • For recent Master’s graduates from Ontario universities.
  • No job offer required (but other criteria apply).
  • Must reside in Ontario at time of application or have completed studies there.

3) Ontario Immigrant Nominee Program – PhD Graduate Stream (Official info via Ontario site)

  • For international graduates holding a PhD from an Ontario institution.
  • No job offer required.
  • Offers direct nomination for PR nomination.

🇨🇦 Manitoba

4) Manitoba Provincial Nominee Program – International Education Stream (IES)

Manitoba’s International Education Stream is one of the most comprehensive graduate-friendly PNPs and has three pathways:

  • Career Employment Pathway – job offer & PGWP typically required.
  • Graduate Internship Pathway – often does not require a job offer (for masters/PhD with qualifying internship).
  • International Student Entrepreneur Pilot – for graduates pursuing entrepreneurship instead of employment.

This stream is designed specifically for international graduates of Manitoba institutions.


🇨🇦 New Brunswick

5) New Brunswick Graduates Pathway – NB PNP

  • For international graduates with a job offer and connection to a New Brunswick post-secondary institution.
  • PGWP holders can qualify if they have an eligible offer.

🇨🇦 Newfoundland and Labrador

6) International Graduate Category – NL PNP

  • For international graduates with a job offer or current work in Newfoundland and Labrador in an eligible occupation.
  • PGWP holders can apply through this stream.

7) International Graduate Entrepreneur – NL PNP

  • For graduate entrepreneurs wanting to start or purchase a business.
  • May allow PGWP holders who meet business criteria.

🇨🇦 Nova Scotia

8) International Graduates in Demand Stream – NSNP

  • For graduates with a job offer in targeted in-demand occupations in Nova Scotia.
  • PGWP holders with qualifying offers are eligible.

9) International Graduate Entrepreneur Stream – NSNP

  • For entrepreneurial grads operating or purchasing a business.
  • PGWP holders may qualify if business criteria are met.

🇨🇦 Prince Edward Island

10) International Graduates – PEI PNP

  • For international graduates of PEI public institutions with a full-time job offer (or PEI work record).
  • PGWP holders can apply if criteria are met.

🇨🇦 Saskatchewan

11) Worker with Saskatchewan Work Experience – Student Sub-category – SINP

  • A sub-category of the Skilled Worker with Saskatchewan experience stream.
  • Requires a job offer and work experience (PGWP holders typically qualify).

⚠️ Not Currently Active or Cancelled

  • British Columbia PNP International Graduate / International Post-Graduate streams — previously available for international graduates; discontinued or paused as of late 2024–2025 due to nomination allocation changes and delays.
  • Quebec Experience Program (PEQ) — ended in late 2025; new Quebec system may still have pathways but PEQ no longer accepts new applications.
  • **Ontario Master's/Doctoral stream is on pause **

🧠 Notes & Tips

PGWP holders are eligible for most provincial international graduate streams that require a valid work permit and job offer. ✅ Some streams (e.g., Ontario Master’s & PhD) do not require job offers and are highly desirable for recent graduates. ✅ Always check current intake status and quotas directly on provincial government websites — some streams open/close based on nomination allocations.

Strategies for alignment

  • Choose study programs tied to provincial labor needs (ex.: tech, healthcare, trades).
  • After graduation, target PNP streams for international graduates (e.g., Ontario’s Masters Graduate Stream or British Columbia’s International Graduate categories).
  • Use PGWP work experience to satisfy stream requirements (most require 1 year of skilled work).
  • Apply for PNP nomination to secure 600 extra Express Entry points (effectively guaranteeing an ITA for PR).
